A California prison inmate locked up on a gang-related murder conviction led a scheme that defrauded the U.S. government out of more than $550 million in Covid-era federal tax credits, prosecutors said. Five other people were charged with Thomas in the alleged drug trafficking scheme. The employee retention credits became a refundable federal tax credit for employers during the Covid-19 pandemic to encourage businesses to retain workers. "But that apparently was not enough: he also conspired to pursue over half a billion dollars in federal tax credits that were meant to help struggling businesses during the COVID-19 pandemic," Talbert said. DEA agents intercepted those calls and also intercepted text messages showing Thomas communicating about the tax fraud scheme, prosecutors said.

CNN —A man from California who ran a multimillion-dollar fraud scheme where he claimed to turn cow manure into green energy has been sentenced to over six years in prison, the US attorney’s office for the Eastern District of California announced this week. Ray Brewer, 66, stole over $8.7 million from investors, court records from between March 2014 and December 2019 showed. Brewer’s investors were meant to receive tax incentives and 66% of all net profits as part of the scheme, authorities said. The image shows the fake digester picture that Ray Brewer sent to the investors he defrauded. Brewer assumed a new identity and relocated to Montana after his investors became aware of his fraud, authorities said.

For five years, Raymond Holcomb Brewer falsely claimed to be an engineer who ran a company that built anaerobic digestion plants, which convert manure into biogas, the United States attorney’s office for the Eastern District of California said in a statement on Monday. Brewer, 66, of Porterville, Calif., told his investors that he was building the plants and would generate millions of dollars in revenue by selling the biogas, the statement said. He told the investors that they would receive two-thirds of the profits, as well as tax incentives.
